Effect this measure will have on costs and revenues of state government.
This bill establishes the appropriate statutory authority to allow the Department of Agriculture to perform both state and national background checks on prospective employees. It is the agency's goal to recruit well-qualified staff to fill positions, which often entails national searches and the consideration of candidates from other states. Therefore, part of management's due diligence when hiring new employees may include performing a criminal background check of a national or multi-state scope to appropriately evaluate an out-of-state individual's history as a condition of his or her employment with the Department of Agriculture. As noted below, establishing this authority will not directly affect operating costs.

As written, the proposed language in ยง19-1-3b would not materially affect operating expenditures of the Department of Agriculture; therefore, no increase to existing expense is projected.
