Effect this measure will have on costs and revenues of state government.
The purpose of proposed House Bill 2672 is to provide exemption for honorably discharged veterans of the United States Armed Forces with regard to the payment of fees and costs currently required for a license to carry deadly weapons. Such exemption already applies to former law-enforcement officers who are honorably retired.

Explanation of above estimates (including long-range effect):
We believe the adoption of the legislation will result in a potential reduction in fee collections into the various Concealed Weapon License Administration Funds as administered by sheriffs at the County-Level around West Virginia, as well as, a reduction in funding provided to the Courthouse Facilities Improvement Fund authorized by Chapter 29, Article 26, Section 6 of the West Virginia Code. The current Application Fee is $75, of which $15 is remitted to the State of West Virginia to be placed in the aforementioned Courthouse Facilities Improvement Fund and the remaining $60 is retained at the county level by the sheriff.
We believe the adoption of the legislation would result in a reduction of fee collections related to conceal-carry permits. However, we do not have access to reliable records which would allow us to make any accurate projections of the potential financial impacts on the various county governments around the State nor the possible financial impacts on the Courthouse Facilities Improvement Fund.
Memorandum
According to information publically-available, around 11.8% of the Adult-Age Population in West Virginia held concealed weapons permits and around 9% of the Adult-Age Population in West Virginia are honorably-discharged veterans.
