Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to develop a resource which families can use to monitor and track deaf and hard-of-hearing children’s early language acquisition and expression, and developmental stages toward English literacy.
The proposed legislation will require the Department to develop a Family Resource Guide which families can use to monitor and track deaf and hard-of-hearing children's early language acquisition and expression, and developmental stages toward English literacy. The estimated fiscal impact of this legislation is $8,000 for the first year and $4,000 each subsequent year.

Explanation of above estimates (including long-range effect):
The estimated Current Expenses for FY2020 is $8,000 for printing costs of a Family Resource Guide (400 guides x $20 each).
The estimated Current Expenses for FY2021 and ongoing fiscal years is $4,000 to reprint the Family Resource Guide (200 guides x $20 each).
Memorandum
A volunteer workgroup is already established. Additional workgroup members can be added to meet the advisory committee requirements of this proposed legislation and no additional costs.
