Explanation of above estimates (including long-range effect):
Our interpretation of the provisions of the Bill leads us to the conclusion that if the Bill were enacted that it would likely result in either a minimal cost savings to the various counties or a change in the nature of the expenses associated with the record-keeping function which would be cost-neutral where the costs currently associated with the keeping of manual records would be converted to costs associated with the scanning processes for records. Accordingly, we have estimated no costs associated with the implementation of the provisions of the proposed legislation.
