The bill generally concerns graduated holders of drivers’ licenses, privileges, and requirements. The bill prohibits the use of wireless communication device while operating motor vehicle and specifying exception. The bill makes violation of level-three license terms and conditions subject to penalty provision.
The implementation of this bill appears to have no fiscal impact on the operation of the Division of Motor Vehicles.

Explanation of above estimates (including long-range effect):
Memorandum
Senate Bill 55 will have no fiscal impact on the Division as it will not recreate any revenue or expenditures. However, passage of the bill will bring the Division into compliance with Federal Regulations and thus will qualify the Division for additional grant money. This grant money will be passed through to county and municipalities to pay for such things as law enforcement training, equipment, and overtime. Additionally, it will pay for educational initiatives and advertising.
The exact amount of grant money available cannot be calculated at this time. However, it is estimated to total approximately $2.4 million.
