Effect this measure will have on costs and revenues of state government.


It is anticipated that the fees received will not cover the expenses incurred. The benefits to be gained by the public and the State from implementing a program to ensure human and animal health and safety as well as protect the agricultural economy of the State greatly exceed the anticipated costs to be incurred. NOTE: This is a shared responsibility between the Department of Agriculture, the Division of Natural Resources and the Bureau for Public Health.

Explanation of above estimates (including long-range effect):


Personal Services---WVDA and DNR anticipates managing their responsibility with minimal increase in personal services. WVDA $19,320 in each year and DNR $7,500 the first year and $3,750 in subsequent years. Current Expenses---Personnel will be required to visit the pet shops and holding sites to carry out the mandated duties. WVDA $16,238 each year and DNR $3,000 the first year and $1,400 in subsequent years. Revenues---Estimate is based upon registration fees of $100 each for approximately 120 pet shops within the state for all years and $25 each for approximately 75 exotic pet facilities in the first year and 175 facilities in subsequent years.

The revenues and costs reflected above only include information from WVDA and DNR. The Bureau of Public Health's information is not yet available to be included in the estimates.
