Effect this measure will have on costs and revenues of state government.
HB2363 removes the exemption for periodic medical evaluations/certifications for state employees holding Commercial Driver's Licenses (CDLs). Presently, the Department of Agriculture employs eight (8) individuals who have CDLs due to job requirements for operating heavy vehicles (7 with the WVDA Food Distribution Program and 1 on an as-needed basis for WVDA's Eastern Operations).
If medical evaluations for licensed state employees become mandatory, the resulting increase in agency expenditures would be negligible. The cost of the procedure and relatively low number of affected employees could be covered by existing budgetary resources.
