Effect this measure will have on costs and revenues of state government.


This proposed legislation abolishes the Office of Environmental Advocate within the Department of Environmental Protection. Since no specific funding was provided for the Environmental Advocate, it is being included in an allocation of overhead costs that are charged to the program offices. Its allocation is funded by a combination of general revenue (26.7%), special revenue (68.8%) and federal revenue (4.5%). The special revenue is from a variety of funds. Reducing this administrative expense would reduce overhead costs charged to the program offices. There are currently four employees in the Environmental Advocate's Office. One appointed position that was replaced in February of 2017 and three civil service employees. The civil service employees all have from 10-15 years of service with the state.

Explanation of above estimates (including long-range effect):


There is no line item appropriation to fund the Office of the Environmental Advocate. They are included in a cost allocation plan for all administrative functions for the Department of Environmental Protection. The funding is a combination of general, special and federal revenue. Reducing these administrative expenses would reduce the overhead costs charged to the program offices.
