Effect this measure will have on costs and revenues of state government.
The bill would provide that board members of certain boards would not receive compensation for their service if they do not attend board meetings. The bill is unlikely to have any fiscal impact.
Of the boards enumerated in ยง5F-2-1(a) under the Department of Administration, only the Public Employees Insurance Agency Finance Board, Public Employees Grievance Board, Board of Risk and Insurance Management, Public Defender Services Indigent Defense Commission, State Personnel Board, and the Ethics Commission receive compensation for their service. Of those boards and commissions, some members are entitled to the same daily compensation rate as legislators, plus expenses, and some are only entitled to receive expenses.
None of the enumerated boards that compensate board members pay members who do not attend meetings.

Explanation of above estimates (including long-range effect):
The bill is unlikely to result in any cost savings to the state, as the various boards and commission members affected that are entitled to compensation are not compensated unless they attend a meeting.
Memorandum
The bill may need some clarification in that a number of the boards and commissions provide for attendance via telephone or video. A provision could be added to allow for telephone or video attendance, and the form signed by the board or commission member to be provided electronically or by mail, and signed by the Executive Director.
Additionally, as a general rule, meeting minutes of governing bodies within state government should be retained permanently, and those meeting minutes may reflect the attendees and absences from stated meetings of the board or commission. These documents would be considered public records and subject to disclosure, unless the body was meeting in executive session.
