Effect this measure will have on costs and revenues of state government.


The proposed bill will not affect the states revenue, however it will allow for significant cost savings. These cost savings will come the direct elimination of duplicate expenses and unnecessary expenses upon dissolution of IS&C and the integration of WVNET.

Explanation of above estimates (including long-range effect):


The proposed legislation would result in immediate and long term savings for the state. Some of those savings would come through the elimination of identifiable duplicate procurements estimated to save $750,000 per year; $120,000 in savings for salary and benefits for the Director of IS&C position; $200,000 in savings as a result of eliminating duplicate services and the associated expenses; and $694,976 in savings as a result of OT adopting the IS&C budget. Additional savings in future years could be realized as a result of staff attrition, cross function integration, consolidation of maintenance and support contract and increased buying power.
