Effect this measure will have on costs and revenues of state government.


As we understand HB 2524, it would not create a need for the RESAs to seek further funding to perform the duties that would be prescribed to them with the code change, assuming the FY 2017 funding sources remain in place for the RESAs. We understand HB 2524 to only require collaboration between institutions of higher education and the county boards. It is possible for the duties explained in HB2524 to require additional funding depending on what the RESA Regional Councils (member counties) deem to be necessary training of county principals, teachers and staff. If expansion of RESA duties result from the implementation of this bill, it may require additional funding to produce the requested services by the counties.
