The purpose of the bill is to require county boards of education to permit students who are homeschooled or attend private schools to enroll and take CTE classes at the county's vocational school. There is no anticipated additional cost to the State under the Public School Support Program (PSSP) because homeschooled and private schooled students are already permitted to enroll in CTE courses at public schools.

Explanation of above estimates (including long-range effect):


There is no anticipated additional cost to the State under the Public School Support Program (PSSP) because homeschooled and private schooled students are already permitted to enroll in CTE courses at public schools. During the 2016-17 school year, there are 38 homeschooled students and 2 private schooled students properly enrolled in WVEIS in CTE courses. If passage of this bill were to somehow result in an increase of homeschooled and private schooled students enrolled in public CTE courses, each additional student would be included at the appropriate full-time equivalency (FTE) in the county's net enrollment for state aid funding purposes. For the 2016-17 school year, the statewide average state aid per pupil based on net enrollment was $4004.56 per FTE. Please note that this amount changes annually under the PSSP. Please note that while homeschooled and private school students are currently permitted to enroll in CTE programs, such enrollment is generally on a space available basis and is subject to approval by the county board of education. There are some CTE courses that already cannot accommodate the number of existing public school students who wish to enroll in the course, so it is possible that there could not be room in the particular course for a homeschooled or private schooled student. If this bill were to be interpreted as requiring the public school to enroll all homeschooled and private schooled students in all requested CTE courses, it could potentially result in either public school students being denied an opportunity to enroll in a particular course to allow for space for the homeschooled/private school students or in additional costs to the county board of education to add additional offerings of the course to accommodate the increased demand for the course. The proposed language is not clear as to the intent.
