Effect this measure will have on costs and revenues of state government.


Currently, the WV State Police Forensics Laboratory is exempt from the provisions of Article 3, Chapter 5A, which provides oversight by the Purchasing Division to purchases made by state entities. The bill would expand this exemption to apply to State Police as a whole. The Purchasing Division is unable to quantify with certainty the impact on costs or revenues realized by passage of the proposed bill.

Explanation of above estimates (including long-range effect):


The Purchasing Division is unable to quantify with certainty the impact on costs or revenues realized by passage of the proposed bill. Some considerations relating to the exemption are that with each exemption to the provisions of Article 3, economies of scale are lost for the exempted entity, meaning that discounts are often lost that are attached to statewide contracts. Additionally, transparency and having one repository for contract documentation would also be lacking by any exemption. Currently,
