Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Commissioner of the Division of Motor Vehicles to conduct a study on the cost effectiveness of flat license plates. The bill requires the commissioner to issue those types of plates if the study determines flat license plates are cost effective. It is estimated that a consultant could provide a study of flat plates at a cost of between $100 and $125 per hour. The amount of time to complete this study is indeterminable. It is not possible to determine a reasonable fiscal impact for this study, however the equipment required to produce flat plates would include one to two printers, a blanking line and associated software. The printers alone cost between $200,000 and $1,200,000 while the blanking line and software can combine to cost approximately $800,000. There are no funds for these expenditures in our current budget.
