Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide a $2,500 annual salary bonus and expense reimbursement for certification expenses to school counselors certified by the National Board of Certified Counselors or licensed in this state as a professional counselor. In addition, the bill recommends the number of students per counselor to be 250 by the year 2010 or else the counselor is to receive an additional $500 salary supplement for over 275 students and an additional $500 for each additional 25 students over that number. The bill redefines school counseling, provides higher standards of practice for school counseling, institutes annual professional development for counselors and clarifies the duties of counselors, limiting administrative duties to one-fourth of their work time.

Explanation of above estimates (including long-range effect):


The total estimated cost of this proposal for the 2004-05 year, and thereafter, for the certification bonus is $2,696,698 which would be an additional cost to the State through the Public School Support Program. This estimate is based on the assumption that all counselors currently employed would attain the national certification or state licensure. In addition, the county boards would incur an additional estimated cost of $2,791,303 in the 2009-2010 year to pay the salary supplement to each counselor for having more than the recommended number of students per counselor. This estimate is based on the number of students currently enrolled during the 2004-05 year.
