Effect this measure will have on costs and revenues of state government.
House Bill 2191, if enacted would require state institutions of higher education to waive tuition and fees for children and spouses of National Guard members and members of a Reserve component of the Armed Forces of the United States or persons on federal or state active military duty who are residents of this state and who have suffered a hundred percent total and permanent service-connected disability. It is estimated that approximately 10 students per year would qualify for this waiver. Because it is not possible to determine which institutions would grant the waiver and the estimate is low, no increased appropriation are anticipated from the enactment of this legislation.
