Explanation of above estimates (including long-range effect):
The Department of Administration is unable to quantify the cost of the proposed legislation due to a number of factors that would need to be clarified. Additionally, the Division of Personnel does not have information about how many employees in the classified service system have children enrolled in school.
Memorandum
The proposed legislation presumably only applies to those employees in the classified service. Clarification of whether the benefit is based on a calendar year or fiscal year. The bill does not specify whether the benefit extends to parents of stepchildren, foster children or in loco parentis relationships, or legal guardianship relationships.
