Effect this measure will have on costs and revenues of state government.


The change in legislation would require the Secretary of State’s Office to provide the counties with posting of instruction at places inside and outside of the voting place, bearing a notice that if a voter has not registered an affiliation with any political party or has registered an affiliation with a party that does not have candidates on a primary election ballot to be voted in that precinct, then the voter may request a partisan ballot from a party that permits nonmembers of its party to vote in a primary election.

Explanation of above estimates (including long-range effect):


The estimate is based on a quote from WV Correctional Industries for printing of $11,200, the price of the mailing tube from the statewide office contract of $163.98 and estimated postage of $155.10. For a total estimate of $11,519.08 per primary election The estimate is based on two documents per precincts (1,802 precincts statewide) and mailing cost to 55 counties.
