The West Virginia Division of Corrections is unable to estimate how many new offenders would be sentenced to our custody as a result of the proposed legislation. However, for each such offender incarcerated, the State of West Virginia can expect an additional cost of $28,369 per year (average annual cost per offender in FY 2015).

There appears to be a technical defect in (b)(4), a sentence of 12 to 20 would have a typical offender discharging their sentence at 10 years with day-for-day good time.
