The West Virginia Division of Corrections is unable to estimate exactly how much longer an offender would be incarcerated as a result of this legislation. However, for each additional year an offender is incarcerated, the State of West Virginia can expect an additional cost of $28,369 per year (average annual cost per offender in FY 2015). The number of offenders currently incarcerated for these offences is relatively minor (4 as of June 30, 2015), however, the increases in penalties are significant.
