Effect this measure will have on costs and revenues of state government.


The WV DHHR is the lead state agency per the WV EOP for ESF 6 which deals with mass care and sheltering. Sheltering in WV is coordinated with local jurisdictions and voluntary agencies who access each location and determine its suitability as a shelter, its capacity and staffing requirements. There are numerous issues to consider such as location, access, backup power, size, storage capability, sanitation facilities and feeding assets. This bill requires the Division perform advance planning, preparation and outfitting of public facilities, etc. WV has numerous shelters across the state managed by the Red Cross and other Volunteer agencies. There is planning, training and exercises that go on for these entities that provide this service. It would be virtually impossible for the Division to provide an accurate fiscal note for this bill without a definition of what a public facility is and the number of those desired to be outfitted. Once designated, they must meet all requirements for a shelter. In addition, it would require additional personnel to manage this program and oversee the assessment and deployment of this program. This bill could cost the State of WV millions of dollars to outfit these facilities, including structural modification and manage the program.
