Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The change in Legislation would require changes/ additions to the campaign finance reporting database to make all the required fields searchable. The estimated one time cost to the database is $35,000. In addition temporary employees will need to be hired to input data from candidates and PACS that don't file online but file paper copies of campaign finance reports. We estimate this cost to be $21,738.24 in non-presidential years and $36,230.40 in presidential year and
$2,664 in non-election years for annual report filings.
Additional revenue will be generated from the $25 paper filing fee of $24,475 in non-presidential years, $40,800 in presidential years and $3,000 in non-election years
for annual report filings.

Explanation of above estimates (including long-range effect):
The one-time cost of $35,000 is based on an email from SCYTL - the vendor that maintains the database.
The cost for the temporary employees was computed using the rate for an office assistant 2 in the state wide contract for temporary employees of $11.10 and an estimated 1,958 hours in non-presidential years and 3,264 hours in presidential years and 240 in non-election years.
The revenue for processing paper filings was computed using the number of filings in non-presidential years of 979, presidential years of 1,632 and non-election years of 120.
