Explanation of above estimates (including long-range effect):


The total estimated cost to the State under the Public School Support Program (PSSP) for the proposed legislation is $3,591,223. The estimate includes an increase in Step 1 - Allowance for Professional Educators of $2,638,227, an increase in Step 3 - Allowance for Fixed Charges of $227,419, an increase in Step 6 - Allowance for Current Operations and Substitutes of $329,785 and an increase in the Allowance for Retirement of $395,742. This is the cost for the salary increases for all teachers identified as qualifying special education teachers on the FY16 annual certified list of personnel while considering the number of special education endorsements held, their overall FTE status, and the portion of their salary funded through state aid. The total estimate cost to the count boards of education for the proposed legislation is $338,471. The estimate includes increased professional salary costs of $288,798, increased fixed charges of $24,894 and retirement of $24,779. This is the cost for those special education teachers identified on the FY16 annual certified list of personnel that are funded through funding sources other than state aid, such as state or federal grants. The total estimated cost to both the State and the county boards of education for the proposed legislation is $3,929,694. Note that the estimated cost could vary each year depending on the number of special education teachers employed and their individual qualifications.
