Explanation of above estimates (including long-range effect):


The cost estimates would be as follows utilizing the existing Northern Panhandle program as one of the 10 Mental Health, Veterans and Service Members Courts mandated beginning July 1, 2016. The matrix is taken to the year past implementation of the 10th court to illustrate ongoing costs without additional court startups. All courts are limited to 30 participants for ease of estimates, although the existing Northern Panhandle program has had more participants thus resulting in need for additional staff, and recognizing that if the court allows more than 30 participants additional staff will be required and the costs contingent upon number of participants for monitoring, evaluations, incentives, testing, and supplies will increase. These estimates also do not take into account salary increases for staff over time and other cost increases due to inflation. Additional costs may also be incurred for office space for court staff. The details of the cost estimates are as follows, with the Court providing NO treatment dollars, and all treatment provided from non-court providers and paid for via the VA, DHHR, uncompensated care, and 3rd party payor sources: Two court hires minimum would need to be made to operate each Mental Health, Veterans and Service Members Court under SB 48. First, a local court coordinator for the program and second a case manager for the program. A modest salary of $35,000 per year for these professional positions is used in the calculation.
