Effect this measure will have on costs and revenues of state government.
This bill specified "These signs shall be topped with tourist area designation panels at the request of the Division of Tourism." The program itself is administered by the Division of Highways and the Commissioner of Highways. The language above regarding the panels, is the only language which references the Division of Tourism.
It doesn't state the Division of Tourism will pay for panels, it just states, "at the request of", so therefore, we do not see a fiscal impact to our budget.

Memorandum
This legislation goes into great detail of how this program will work, who administers it, fees, definitions, guidelines and requirements. The Division of Tourism was mentioned in one area but it is not clear what part we will play as the bill describes in great detail the specifics of the panel guidelines, how many, etc. and the program itself. So, we do not see a fiscal impact to our Division.
