Effect this measure will have on costs and revenues of state government.
This bill would require employers to provide employees and others a sheltered place outside the work premises to smoke when smoking is prohibited entirely in the building. The requirement is for the shelter to be well ventilated, have a roof and walls and be equipped with a safe and adequate source of heat.
The cost of purchasing a building with these requirements would be approximately $15,000.00 each. This would not include the costs associated with installation of the building which would be approximately $5,000 to $10,000 each depending upon whether footers would be needed and whether there was adequate wiring and electrical hookup.
There are currently 1,396 facilities owned by the State of West Virginia and 456 facilities leased by the State of West Virginia. Therefore, the total amount of smoking structures which would be required are 1,852 at an approximate cost of $25,000 each. This would total approximately $463,000.00.
The Department of Administration does not know what the costs would be for the Counties, Municipalities or private companies.

Explanation of above estimates (including long-range effect):
The figures identified above are approximate because of the limited time for the departments to compile the information. They may include some facilities that do not qualify as an "office" location. But, the percentage of error, if any, would be very minor.
Some things would need to be considered and assumptions have been made as follows:
1) Some buildings may not have enough property to build a shelter and additional property will need to be acquired
2) For leased facilities, we cannot guarantee a cost since we will have to negotiate with the landlord to have the shelters constructed
3) The above-numbers assume that existing facilities do not already have an adequate smoking shelter
