Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to eliminate the requirement of a CDL license when certain light-weight vehicles, such as pickup trucks, are used to tow trailers in a combination that would otherwise put the combined GVWR of the vehicles over the CDL threshold limit.
According to the Federal Motor Carrier Safety Administration and in accordance with Federal Regulation 390.5 this would cause a variance with the Federal Department of Transportation. This variance would cause a loss of 4% or $8-$10 million according to the FMCSA.
