Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The proposed legislation requires conduit for fiber optic cable to be included in all state highway construction projects for new highways constructed in the State. The length of new highways constructed by the West Virginia Division of Highways (WVDOH) would vary from year to year and an average of five miles per year is used for determining the estimate along with an estimated cost of $10 per foot for installation of conduit.

Memorandum


The West Virginia Department of Transportation, Division of Highways (WVDOH) is responsible for the construction, maintenance and operations of the road system in the State of West Virginia which represents over 92% of the road system in the State. These projects include system preservation, operational improvement, and the construction of new highways. There are a few major new highways being constructed each year as part of the WVDOH capital program. The installation of conduit for future fiber optic cable to be placed is estimated to be $10 per foot of installation. In using 5 miles per year of new highway construction at a cost of $10 per foot for conduit, the total cost in a fiscal year would be estimated at $264,000. The definition of a new highway construction project should be further clarified and the fiber optic needs and connectivity should be integrated into the process.
