Effect this measure will have on costs and revenues of state government.


The purpose of this legislation is to allow the Development Office to provide up to $2,000 per employee for training through the Governor's Guaranteed Workforce Program for manufacturers involved in computer related businesses without regard to the number of jobs created . The present law requires that a business create ten new jobs within a one year period to qualify for $2,000 per employee . This bill leaves this restriction on all other types of businesses.

Explanation of above estimates (including long-range effect):


Since the current law already allows up to $2,000 per employee , this bill should not increase or decrease costs to this agency. The only potential cost increase could be in program administration costs due to the possibility of creating more smaller grants for us to administer.



Memorandum


This legislation does add certain restrictions to computer related businesses that does not exist in the current law. For example, an employee of a computer related business has to be West Virginia resident for the business to qualify for training reimbursement for that particular employee. Documentation of requirements such as this could create more paper work for "high technolgy" companies as well as more work for our staff to verify employees meet residence requirements.
