Explanation of above estimates (including long-range effect):
Cost to defend license denials at circuit court level, instead of through the admnistrative may increase. Presently, appeals to circuit courts are on the record developed at the administrative level.
Memorandum
There are additional criteria for review that may require additional time for the commissioner to decide whether or not to issue a license. This bill requires a decision within 30 days. Sixty days may be more conducive to close review of the criteria for licensure under this proposed bill.
