Effect this measure will have on costs and revenues of state government.


As of June 30, 2015, four inmates were incarcerated for crimes related to Cruelty to Animals. About 1 case per year on average, related to animal fighting, reached a verdict. Therefore, the WVDOC would not anticipate a large number of commitments related to this proposed change. However, for each such offender incarcerated, the State of West Virginia can expect an additional cost of $28,369 per year (average annual cost per offender in FY 2015).
