Senate Bill 317 requires the creation and maintain of a new database by the Secretary of State's Office. We estimate an one time cost to create the database of $9,900 and a yearly maintenance of $330. No new revenue will be created by this bill

Explanation of above estimates (including long-range effect):
We estimate 300 hours of programming time to create the database at $33 per hour and 10 hours per year for maintenance at $33 per hour. The above estimates assume all the development would be completed by a programmer employed by the Secretary of State's Office. If other projects require all of our programmer's time, then an outside programmer will be required. Using the rate charged by the Office of Technology of $85 per hour, the one time cost would increase to $25,500 ($85 X 300 hours) and an annual cost of $850 ($85 X 10 Hours)
