Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
There are approximately 7,000 members of the West Virginia National Guard and 16,605 reserved members of all military branches residing in West Virginia for a total of 23,605 members of both units. There are approximately 741,390 households in West Virginia which means that 3.2% of households would likely have a Guard or Reserve member.
West Virginia State Parks received $1,962,244 in camping revenue in FY15. It is likely that 3.2% of campers had a Guard or Reserve member. Seventy percent of campers who use West Virginia State Parks are West Virginia residents. ($1,962,244 x 3.2% x 70% = $43,732) Therefore, it is likely that West Virginia resident Guard and Reserve members contributed $43,732 to camping revenue. A 50% discount would, therefore, have a direct cost to the agency of $21,866. However, it is likely that persons with such significant discounts will be twice as likely, on average, to camp or extend camping. Therefore, campers paying a full rate during times when state park campgrounds are normally full would be displaced. The net effect would be $43,732.
