Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

HB2934 S ED AM #3 substantially revises the Committee Substitute for HB2934; such modifications will result in a substantial reduction in the associated fiscal impact on the state‚Äôs budget. Rather the repealing the WV Next Generation Standards, the bill requires the State Superintendent of Schools to undertake a comprehensive review of standards to be completed no later than January 1, 2017. Standards review committees are required to be established for the purpose of assisting and advising the Superintendent in the review and revision process. The amendment requires no less than four town hall meetings be conducted as part of review process, as well as the implementation of an online platform to allow the entire public to participate in the review and revision process. At the conclusion of the review process, the Superintendent is required to recommend amendments, additions or deletions to standards to ensure they are college and career ready. As part of the review process, the Superintendent is also to review the statewide assessment schedule, as well as the Student Data Accessibility, Transparency and Accountability Act. The amendment prohibits the use of Smarter Balanced assessment or PARCC assessment after the 2016-17 school year.

The estimated costs associated with these items is $150,000. The amendment also requires sufficient professional development and training be provided to teachers. The estimated cost associated with this requirement is $800,000.
