Explanation of above estimates (including long-range effect):
There is no additional cost to the State for this proposed legislation since the allowances under the Public School Support Program are not being increased. The estimated cost to the county boards of education for the proposed legislation is $90,030,594 for fiscal years 2016 and thereafter.
The proposed legislation will require one bus aide, trained in bullying prevention, to be present on all county school buses. Bus aides are currently present on all special education buses; therefore, additional aides would need to be hired to be present on all other bus trips. Using FY2015 certified list of personnel data and bus fleet data as of June 30, 2014, it was determined that there are 2,454 bus drivers on a full time equivalent basis which will require an additional bus aide. The total additional bus aides of 2,454 is made up of 2,917 total bus drivers offset by 463 special education bus drivers. Using the 2014-15 average contracted salary for aides of $25,679.54, it is estimated that the additional cost to the county boards of education is $90,030,594, which is made up of $63,017,591 salary costs, $16,029,037 for PEIA at an average of $6,531.80 per employee, $5,419,513 for fixed charges at 8.60%, and $5,564,453 for retirement at 8.83%.
