Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Department of Education to provide professional development opportunities regarding dyslexia and other reading disabilities; and to require teaching staff receive two hours of such training annually. The professional development shall be made available to teachers, instructional staff, administrators and supervisors. The department shall require teaching staff to annually complete at least two hours of professional development instruction on the screening, intervention, accommodation and use of technology for students with reading disabilities, including dyslexia.

Explanation of above estimates (including long-range effect):


This bill will cost the West Virginia Department of Education approximately $150,000 annually. The fiscal note is based on the cost for each teacher to have a license to access the Desire 2 Learn (D2L) learning management platform. The D2L platform will host the 2 hour training module in which each teacher, administrator and supervisor can access. Total cost estimated annually= $150,000 Total cost based on approximately 20,000 teachers minus 5,000 (already licensed)= 15,000 teachers X $10.00= $150,000. The licensing fee for each teacher is $10.00 annually
