The purpose of this bill is to require county boards of education to provide days prior to early voting during primary and general elections for registering eligible students to vote and being transported to vote.

Explanation of above estimates (including long-range effect):


The estimated cost to the county boards of education for the proposed legislation is $37,338 per year. To calculate this estimate, four county boards of education were asked to project the cost per school for providing transportation for eligible students to vote on a school day considering costs such as increased bus driver pay, fuel costs, and professional substitute costs to cover supervision of the students while being transported to vote. The average cost per school projected by the four counties was $254 per school. This average cost was multiplied by the total number of high schools and vocational schools (147) for the 2014-15 school year. While there would be a nominal cost to the State for the proposed legislation due to the increased fuel costs incurred by the counties under Step 4 of the Public School Support Program, insufficient data exists to provide an estimate of that cost.
