Effect this measure will have on costs and revenues of state government.
The counties in the State are divided into two (2) groups for purposes of setting salaries in the magistrate court system. See W.Va. Code §50-1-3.
Tier 1 consists of those counties where magistrates serve less than 8,400 in population. Tier 2 consists of those counties where magistrates serve 8,400 or more in population.
Magistrate court clerks salaries are established by W.Va. Code §50-1-8. Tier 1 clerks are currently paid $25,536 annually and Tier 2 clerks are paid $30,444 annually. Because the Bill does not specify a per diem rate and because there are no records in the possession of the Administrative Office which details the number of work days for which a senior clerk might be needed, it is not possible to determine the cost of this Bill.
