The purpose of this bill is to amend and reenact §18-5-44 of the Code of West Virginia, 1931, as amended, relating to setting forth minimum days per week,number of instructional minutes per week and minimum instructional days per year for early childhood education programs.

Explanation of above estimates (including long-range effect):
There is no estimated cost to the state for the proposed legislation under the Public School Support Program (PSSP). §18-5-44. (c) of the current Code of West Virginia necessitates an increase of full-time equivalent from 24 to 25 hours per week of instruction for the 2016-2017school year; however, this additional hour of instruction will not increase the FTE enrollment.
