Effect this measure will have on costs and revenues of state government.


    
    The WV Division of Corrections has no method to predict how many additional offenders would be sentenced to our custody as a result of this legislation. However, for each offender sentenced the State of West Virginia can expect a cost of $28,195 per inmate per year (average annual cost per inmate in FY 2014). Because the proposed penalties are determinate sentences, offenders would have to serve a minimum of 2.5 years or 3.75 years .
