Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create an amnesty program for drivers with suspended licenses, based on non-payment of certain court fees, in order to allow them to obtain their legal driver’s licenses without payment of citations ten years old or older. There are currently 139,285 unpaid citation files ten years old or older. If all of the unpaid citation files were cleared because of the amnesty program, the uncollected reinstatement fee would be at a rate of $50.00 each, which is required by WV State Code §17B3-9 prior to August 5, 2005. The total revenue loss based on this assumption would be $6,964,250, although most of these reinstatement fees are uncollectible.
