Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The Division of Highways (DOH) executed with Mingo County Board of Education (BOE) August 8, 2001, an agreement where by DOH would design and construct a second access to serve Tug Valley High School; the new access would be about 0.36 mile long and will extend from WV 65 to the school and will include a new bridge spanning Pigeon Creek. The DOH agreed to obtain necessary right of way between WV 65 and Pigeon Creek, and the BOE is to convey the DOH necessary right of way between Pigeon Creek and the school. DOH initiated design in 2001, but project was placed on hold for a number of years. DOH has been coordinating access road plans with BOE's site plans for school, and DOH currently anticipates a construction contract may be advertized in Summer 2014 if all Right of Way and Utility issues are addressed. DOH has expended to date more than $463,000 in State Funds for design and Right of Way phases; construction cost to DOH estimated at $2.5 million.

Division of Highways already developing project contract documents and anticipates construction contract may be awarded in FY2015. Actual construction cost will correspond to successful bid amount awarded.
