Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
Relocation costs: There were 16 relocation claims received in 2013. Based on this figure, the proposed $500 increase would have an additional cost of $8,000.
Travel to parole hearings: Since this is an added reimbursement there are no prior claims on which to base an estimate of the number of future claims. Assuming 20 claims per year at the statutory maximum of $1,000, the total cost increase would be $20,000.
Claims filed for the loss of student loans: Since this is an added reimbursement there are no prior claims on which to base an estimate of the number of future claims. Assuming five claims per year at an estimated $4,000 per claim, the total cost increase would be $20,000.
The deletion of wording allowing claims for cleanup of real property damage caused by methamphetamine laboratories and other crime scene cleanup: There have been an average of 125 methamphetamine laboratory claims over the past two fiscal years. Assuming the maximum award per claim, the savings from this change would equal about $1,250,000 per year. Few claims are received for other crime scene cleanup. Assuming two per year at the maximum award, the total savings would be $2,000.

Explanation of above estimates (including long-range effect):
This measure will have little impact on the cost of state government because the Crime Victim Compensation Fund is a special revenue fund. The Court of Claims receives a federal grant of approximately 60% of the prior year total awards. Government revenues will not be affected.
Memorandum
The change in the number of claim investigators the Court of Claims is authorized to hire will not have a fiscal impact because there are already four investigators working for the office.
The addition of the filing of a criminal charge as a prerequisite for receipt of compensation will potentially affect the number of claims awarded, but it is not possible to estimate that effect.
Figures were not immediately available for the number of claims for other crime scene clean up at the time this fiscal note was prepared. The use of two claims as an estimate was based on the statement of office staff that very few claims are received.
