Explanation of above estimates (including long-range effect):
HB 4354 will create extra work for the small Ethics Commission Staff which are already at full workload capacity. Current lobbyist reporting forms will have to be revised and expanded as well as a recording or logging system developed for those lobbyists who work on a contingent fee basis. Currently lobbyists reports, which are required to be filed three times per year, are not currently posted on the Commission's website. To comply with the new mandates, staff would have to develop systems and enlist outside technical support. This would result in the need for additional staff and budget provisions.
Further, Staff must draft the appropriate rule.
