Effect this measure will have on costs and revenues of state government.


This proposed legislation will cost the State of West Virginia approximately $801,366 the first year which includes longevity increases, college degree increases, and one time educational incentives for existing troopers who have college degrees. The estimate for the year of full implementation is $385,627 which covers longevity and college degree increases.

Explanation of above estimates (including long-range effect):


Calculations for longevity were based on actual and projected membership for year one and for all 698 funded uniformed positions for year of full implementation. The one-time education payments as well as the College Degree Increases were calculated on uniformed members who have provided proof of educational accomplishments to the WVSP Personnel section as follows: 242 possess 4-year degrees, and 13 hold Masters Degrees.



Memorandum


We cannot predict upcoming college degree or one time education incentive costs with accuracy since the educational accomplishments for current or future troopers are unknown. Estimates for the one-time Education Incentive of $1,500 per trooper who attain a degree are not included in the “full implementation” calculation.
