Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the West Virginia Department of Health and Human Resources, Child Protective Services and the West Virginia Division of Juvenile Services to develop, coordinate and implement the Child and Adolescent Needs and Strengths (CANS) evaluation developed by the Buddin Praed Foundation as the accepted system for outcomes evaluation in the State of West Virginia.
The Department estimates no fiscal impact related to this bill as the CANS evaluation will replace current evaluation method.

Memorandum
There would be no fiscal impact to BCF if this bill were to be implemented. If implemented, this evaluation tool would replace rather than supplement additional evaluation tools. Last year fiscal note reponse assumed this evaluation tool would be in addition to other evaluation tools.
