Effect this measure will have on costs and revenues of state government.
This bill does not impact the overall revenues or expenditures of the State. It simply removes the outdated, existing cap on the Special Revenue Farm account to allow the Department of Agriculture (WVDA) to productively use the funding for agricultural projects that will promote economic development and job creation in the state. If future revenues increase due to additional rents, royalties or sales of agricultural products, it would allow the WVDA to develop new or expand existing initiatives such as promoting the Farm to Schools program to provide locally grown foods for our children's school lunches; piloting hog farming ventures to supply pork that we currently purchase from out of state vendors for the correctional facilities; or apiary ventures to introduce our state's Veterans to beekeeping as a means of providing a therapeutic working environment while developing a vocation which will assist them in becoming self-supporting.
