Effect this measure will have on costs and revenues of state government.
House Bill 2895 states that the purpose of this bill is to require the POW/MIA flag to be displayed at county courthouses. In addition, the bill requires a POW/MIA flag be purchased by county commissions from general revenue funds.
As currently written, House Bill 2895 will have no effect on the costs and revenues of state government. The costs will be borne by the counties. POW/MIA flags, which are 4' x 6', manufactured in the United States and made of nylon, cost approximately $45 each. It appears many county courthouses already have POW/MIA flags. However, as the flags become worn and damaged, they will need to be replaced.

Memorandum
We suggest you consider language allowing flags be donated, as opposed to requiring them to be purchased. There are numerous veterans organizations throughout the state that might be willing to donate a POW/MIA flag to their area courthouse. In addition, we suggest you consider language permitting moneys other than general revenue funds be used to make the purchases to allow more flexibility for the county commissions.
