The proposed construction of a second 120-bed veterans skilled nursing facility to be located in Beckley, West Virginia is very difficult to determine in the 3 days allotted to submit this Fiscal Note - We currently have the Clarksburg Nursing Facility which is operated under General Revenue Fund 0456 - Modeling an additional veterans nursing facility after the Clarksburg VNF - with the new facility to be constructed in Beckley, West Virginia as proposed under this SB523 to allow that the Secretary is authorized to enter into agreement with the Commissioner of the Dept of Agriculture to transfer all or part of the approximately seventeen acres of Dept of Agriculture property in Beckley, WV, located adjacent to the Jackie Withrow Hospital. The Clarksburg Facility is connected to the VAMC – This new proposed facility would be a stand-alone facility which would increase the construction costs. Thus the new facility costs are estimated to range between $45 Million to $60 Million - The full cost would fall upon the State of West Virginia unless approved for another Grant from the Federal Government. If approved for a Federal Grant, the Feds would cover 65% and the State of WV 35%. Ongoing operational costs of the current Clarksburg Facility run approximately $13 Million per year, with $6,915,358(FY15) in General Revenue This would be the estimated minimal operational cost to run a new veterans skilled nursing facility in Beckley.
