Explanation of above estimates (including long-range effect):
All cost reductions allocated to the "Other" category would be a direct result of not paying methamphetamine cleanup costs.
Memorandum
Technical defect: This measure, while eliminating the "allowable expense" charge of $10,000.000 for the cleanup of real property damaged by a methamphetamine laboratory, nonetheless retains in the definition of "claimant," the owner of real property so damaged.
